Federal legislation is implemented through the adoption of rules that are then codified in the Code of Federal Regulations. The process begins with a Notice of Proposed Rulemaking, which provides a means for the agency to solicit comments on the proposed language. Since the passage of Moving Ahead for Progress in the 21st Century (MAP-21), the Federal Highway Administration and Federal Transit Administration have issued a number of NPRMs and other requests for comment, leading to the implementation of various sections of the law.
