

Overview
The New York State
Association of Metropolitan Planning Organizations (NYSMPO) has sponsored a
Shared Cost Initiative (SCI) project concerning the implementation of
Congestion Management Systems (CMS) in our state’s many and diverse
metropolitan areas. The main goal of the SCI project is to identify innovative
practices that MPOs can use to maximize the value of fulfilling the federal CMS
requirements. Especially for those metro areas without significant congestion,
the hope is to build stronger ties between the CMS and other parts of the
planning process, such as data collection, project selection and public
involvement.

The project was completed in
February 2006. The final product is a “menu of options” style report that
discusses a variety of ways for MPOs to be innovative with respect to the CMS
(now CMP) requirement. The report is
available for download as a PDF. An interactive, online version of the
report will be posted soon.
